On December 4th to 5th, the Ministry of Human Resources and Social Security held a virtual meeting in Beijing. The meeting is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and deeply studies and implements the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the important speech of General Secretary Xi Jinping at the opening ceremony of the provincial and ministerial level main leadership cadres special seminar. It analyzes the situation, studies and implements reform measures in the field of human resources and social security, and plans key tasks for next year. Party Secretary and Minister Wang Xiaoping attended the meeting and delivered a speech. Members of the Party committee attended and made speeches.

The meeting pointed out that General Secretary Xi Jinping's important speech, standing at the height of the overall development of the Party and the country, profoundly expounded a series of major theoretical and practical issues for further comprehensive deepening of reform, with lofty intentions, rich connotations, profound thoughts, and a clear understanding of the root cause. It has strong political, theoretical, targeted, and guiding significance. We must deeply study and comprehend, grasp and integrate from the perspectives of epistemology, methodology, and practical theory, and gain a deeper understanding of the decisive significance of the "two consolidations". We must enhance our high consciousness of upholding the "two safeguards", strengthen our confidence in reform, clarify the direction of reform, enhance our responsibility for reform, and gather the forces for reform. We must effectively understand and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China.

The meeting stressed that it is necessary to fully understand the significance of further comprehensively deepening reform from the strategic height of achieving Chinese path to modernization, actively respond to risks and challenges, focus on solving prominent contradictions and problems, constantly march towards the depth and breadth of reform, and strive to write a practical sequel and a new chapter of the era of reform in the human and social fields. Deeply grasp the task deployment of further comprehensively deepening reform, focus on improving people's quality of life, steadily and orderly implement the policy of gradually delaying the statutory retirement age, actively promote the comprehensive implementation of the central government's document on promoting high-quality and full employment, continuously improve the social security system, deepen the reform of the talent development system and mechanism, improve the wage income distribution system, improve the labor relations negotiation and coordination mechanism, promote the continuous achievement of new results in the reform of the human resources and social security field, and ensure that the achievements of modernization construction benefit all people more and fairly.

The meeting emphasized the need to adhere to the guidance of the Party's innovative theory in reform practice, deeply grasp the important principles and requirements for further comprehensive deepening of reform, improve the ability to plan and promote reform, and enhance the scientific and practical effectiveness of reforms in the field of human resources and social security. Adhere to and strengthen the leadership of the Party, ensuring that reform always advances in the correct political direction. Persist in exploring and innovating, break through fixed thinking patterns and path dependence, and be good at guiding and encouraging grassroots exploration and practice. Adhere to the principle of promoting both reform and establishment, and steadily advance reform through the unity of reform and establishment. Adhere to system integration and comprehensively consider the points, lines, surfaces, and time efficiency of reform. Persist in building broad consensus and do a good job in guiding public opinion on reform. Carry forward the spirit of nailing nails, improve the working mechanism with clear responsibilities, complete chains, and interlocking links, strengthen tracking and effectiveness, and promote the implementation of reform measures in detail and in place.

The meeting emphasized the need to promote the high-quality development of party building in government agencies, take the lead in achieving the "two safeguards", deepen theoretical armed forces, consolidate grassroots foundations, promote integrity, discipline, and anti-corruption, take the lead in the front line, set a good example in the "three aspects", build exemplary agencies, and provide strong guarantees for further comprehensive deepening of reforms.

The meeting requires us to conscientiously implement the central government's decision and deployment on doing a good job in the current work, and make every effort to complete the annual target tasks. Ensure stable employment situation, safeguard the bottom line of people's livelihood, effectively prevent and resolve major risks, and carefully plan next year's work.
