On October 25th, the Ministry of Human Resources and Social Security held a press conference for the third quarter of 2024. In order to maintain the order of the human resources market, the Ministry of Human Resources and Social Security and the Cyberspace Administration of China recently jointly issued a document to further strengthen the standardized management of human resources, effectively safeguard the legitimate rights and interests of workers, better promote employment and entrepreneurship, and optimize the flow and allocation of human resources. Next, we will focus on the following tasks:

One is to refine regulatory measures. Strengthen policy interpretation, business training, and work scheduling, timely follow up on the implementation situation in various regions, guide local human resources and social security departments to refine regulatory measures based on actual conditions, clarify work requirements, and promote market entities to be honest and trustworthy, and fulfill their responsibilities in accordance with the law.

The second is to innovate regulatory methods. Implement territorial responsibilities, strengthen daily supervision, enhance key supervision, innovate and promote credit supervision, digital supervision, smart supervision, etc., and strengthen risk warning and monitoring. Continuously carry out special actions to clean up and rectify the order of the human resources market, concentrate on rectifying prominent illegal and irregular issues, and maintain a good market order.

The third is to promote collaborative supervision. Strengthen collaboration and cooperation with relevant departments, improve the mechanism for collaborative supervision, promote the interconnection of information such as license filing, daily supervision, and law enforcement investigation, and increase joint efforts to crack down on relevant illegal activities.

The fourth is to strengthen publicity and guidance. Widely promote policies and regulations related to the human resources market, concentrate on publishing typical cases of violations and illegal activities, strengthen risk warnings for job seeking and recruitment traps, enhance market entities' awareness of law-abiding operations, improve job seekers' rights protection and prevention identification capabilities, and create a favorable market environment.
